In Salina, Kansas, the Building Official serves as a key figure ensuring that the city's infrastructure achieves the utmost safety standards. By overseeing inspections & enforcing code adherence for every construction venture, this role greatly influences the city's development & the well-being of the community. This position requires close collaboration with local builders, property developers, & architects, nurturing a united community that champions innovation & excellence in building practices. From guiding division personnel to supervising structural evaluations, the role supports the ongoing evolution of Salina’s landscape, presenting an exciting venture for visionary leaders.
Duties:
· Oversees inspection of buildings & similar structures; reviews plans for code compliance & in accordance with approved plans & specifications; reviews & issues building, mechanical, plumbing, electrical, demolition contractor registration/licenses.
· Enforces property maintenance codes; oversees inspections of existing buildings to determine hazardous conditions, structural failures or need for maintenance or repair; drafts amendments to building codes & assists with updates via presentation to the Building Advisory Board & City Commissioners.
· Manages inspection activities in the Building Services Division as outlined in the Salina Municipal Code; assists in the preparation, development & administration of division goals, objectives, policies, & procedures for assigned programs that meets or exceeds the accreditation goals of the division; continuously monitors & evaluates Department adherence to the efficiency & effectiveness of Commitment to Customer Service Quality & City Values.
· Selects, trains, motivates & evaluates division staff; provides or coordinates staff training & works with staff to correct deficiencies through a timely, accurate & thorough performance review process; monitors inspection staff workload.
· Provides training opportunities to inspectors & contractors; meets with & provides code interpretation for building inspectors, property owners, contractors, & design professionals.
· Advises design professionals, builders, owners of minimum construction standards that conform within adopted building requirements; interacts regularly with contractors, design professionals & developers to maintain dialogue regarding local construction practices, department policies & procedures, & locally adopted codes & amendments; prepares Development Review Team reviews & reports.
· Establishes a system to ensure consistency with the division staff members in code interpretations; resolves code interpretation discrepancies between staff & the building community; assists design professionals & customers in resolving code conflicts including provide acceptable alternative solutions.
· Researches & prepares reports; assists in annual budget preparation & ensures financial compliance.
· Trains & supervises the Assistant Building Official, Residential & Commercial Plan Reviewers, Building Inspectors, Code Enforcement Officers, and/or other appropriately assigned staff.
Education:
· High school diploma or G.E.D.
· Bachelor’s degree in construction sciences, architecture, or related fields of study preferred.
· Must possess International Code Council (ICC) Certified Building Official certification within thirty-six (36) months after start date of employment.
Experience:
· Five (5) years of experience in building trades or building inspection with two (2) years supervisory or lead experience.
· Multi-level certifications in commercial & residential inspections including plumbing, electric, & mechanical inspections.
Requirements:
· Must possess a valid Kansas driver’s license.
· Must live within 40 minutes response time.
Work Type:
· Medium, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Equipment:
· Calculator, computer, scaled rulers, tablet, tape measure, telephone, & testing equipment & vehicle.
Salary DOQ EOE:
· $81,259-130,016/yr.
Paid Time Off:
· 48 hours of vacation available upon hire; additional 48 hours earned during the year (96 hours in first year).
· 96 hours of sick leave during first year.
